During the meeting discussed a number of topical issues of government life, including those related to the improvement of government systems of standardization and certification, the course of seasonal agricultural work, the development of domestic sericulture.
Deputy Chairman of the Cabinet of Ministers, the Director of the State Agency on Management and Use of Hydrocarbon Resources at the President of Turkmenistan Ya.Kakaev reported about the construction of the pipeline Turkmenistan-Afghanistan-Pakistan-India.
As noted, currently contractor for the Turkmen section of the project - the State Concern "Turkmennebitgazgurlushyk" (“Turkmen Oil and Gas Construction”) delivers specialized vehicles, equipment and pipes to the construction of new power lines and clearing the terrain on which the territory of our country will host the pipeline route. Along with this, the first phase of the project address issues related to logistics buildings. In particular, it held an international tender for the supply of tubular products. Preparations of documents required for registration and opening in Dubai (UAE) the office of a joint-stock company «Galkynysh - TAPI Pipeline Company Limited», the leader of which is the State Concern "Turkmengas", is completed.
After hearing the report, President Gurbanguly Berdimuhamedov noticed the international importance of the TAPI project in the context of the formation of a new architecture of global energy security, creating the conditions for global sustainable development. As the Leader of Nation noted possessing significant hydrocarbon resources, our country has successfully implemented an energy strategy aimed at increasing the volume of production of oil and gas, as well as the export of Turkmen energy resources to world markets.
TAPI gas pipeline, which will carry on the long-term supply of natural gas in the largest countries in South-East Asia, will give a powerful impetus to the economic development of the region, will help to solve social and humanitarian issues, will give peace and stability, said the Head of State.
President of Turkmenistan gave a number of specific guidelines to Deputy Prime Minister for the further promotion of this major energy project and accelerate work related to construction of the third stage of development of the super-giant gas field "Galkynysh", which will be the new energy resource base line.
Among the main topics of the meeting are the modernization of material-technical base of the State National Service "Turkmenhowayollary"; expansion of trade and economic relations of Turkmenistan with foreign countries; preparations for the Feb. 5 in the city of Frankfurt (Germany) Day of the Turkmen economy and the upcoming February 2-4 in our country, the Days of Culture of the Islamic Republic of Iran; Preparation of V Asian games in the closed premises for martial arts, which will be held in Ashgabat in 2017.
Special attention was given to measures designed to strengthen the control over the quality of products purchased abroad, to prevent entry of counterfeit goods. In this regard, the Head of State made a number of priorities, including the strengthening of control over the quality of imported tobacco products to Turkmenistan, stressing that the main objective of these measures - protection of public health. Guidelines of the Leader of Nation about state control in the market of the country concerned to the following provisions.
Firstly, the resolution on the import of our country and the implementation of cigarettes and other tobacco products shall be issued only by the Ministry of Trade and Foreign Economic Relations.
Secondly, the primary certificate for imports from other countries of tobacco products should be issued by the Ministry of Health and Medical Industry, and only then - the Main State Service "Turkmenstandartlary" (“Turkmen Standart”). Thus, dual control will be established in this area.
The President of Turkmenistan signed a number of decrees, under which approved the National Action Plan on human rights in Turkmenistan for 2016-2020 years. The Institute of International Relations of the Ministry of Foreign Affairs will have training centers for administrative and technical staff of Diplomatic Service of Turkmenistan.
At a meeting of the Cabinet of Ministers also considered other issues on which the relevant decisions were taken.
