President of Turkmenistan discusses urgent tasks of fuel and energy complex development in a difficult situation on the world market

Key directions of development of the oil and gas complex of Turkmenistan in the conditions of a difficult situation on the world oil market were discussed during a working meeting held on Wednesday by President Gurbanguly Berdimuhamedov with the participation of Vice Prime Minister Myratgeldi Meredov and Chairman of the state concern "Turkmennebit" Guychgeldi Baygeldiev.

The implementation of best practices, digital technologies and management, comprehensive modernization and diversification of production were among the urgent tasks facing the industry.

As Gurbanguly Berdimuhamedov noted, huge work is being done in the oil and gas industry, new oil fields are being opened and put into operation, such as North Goturdepe, Uzynada, and Altykui. Modern production facilities for oil refining are being created, and the volume of exports of petroleum products to international markets is increasing.

The President further emphasized that currently prices on the oil markets are constantly changing, which is a consequence of the current situation in the world economy, which has led to a reduction in the consumption of crude oil and petroleum products.

This, in turn, has an impact on the production and financial indicators of our country, the head of state said, pointing to the need to develop effective measures to maintain the achieved growth rates of oil production and meet the industry's program obligations for 2020.

The President listened to proposals from industry leaders regarding the production and sale of certain types of petroleum products and ensuring stable economic indicators.

Chairman of the State Corporation "Turkmennebit" G. Baigeldiev reported on the complex work carried out in this direction. In particular, it was noted that in the three months of 2020, the plan for oil production with gas condensate was exceeded by 9.7 percent. The concern produced 1.7 percent more than the planned target. At the same time, compared to the same period last year, the growth rate of "black gold" production was 105.9 percent.

Currently, the development of new fields is being carried out at an accelerated pace. In particular, an international tender was announced for the provision of services for horizontal-inclined drilling of two wells at the North Goturdepe field. This method of drilling wells allows you to increase their productivity by 2-3 times.

In accordance with the instructions of the head of state, work continues on the search and exploration of new deposits. So, in the Gyzylgum lowland, it is planned to build the South Uzynada-7 well with a design depth of 6500 meters. The corresponding project for the development of previously productive formations identified here is currently being prepared by the “Nebitgazylmytaslama” Institute.

Vice Prime Minister  M. Meredov reported on the implementation Of the "Program for the development of the oil and gas industry of Turkmenistan until 2030", as well as on measures taken to prevent the negative impact on the economy of the oil and gas complex of the current difficult situation in the world, and to enhance international cooperation in this area.

As noted, in accordance with the instructions of Gurbanguly Berdimuhamedov, special attention is paid to the implementation of a complex of modern technologies in the activities of structures.

After hearing the reports, the President pointed out that a comprehensive approach should be applied to the work carried out in this area in order to ensure its effectiveness. The search for new oil fields and increasing the productivity of their development should be carried out on the basis of advanced scientific achievements, the head of state stressed.

The President noted that great importance should be attached to the introduction of scientific developments prepared by research institutes of the industry into production. It is also necessary to make extensive use of world best practices.

In this regard, the complex needs to actively introduce advanced technologies, convert the management system to a digital format, pay close attention to the training of highly qualified personnel, continue the search and development of new oil and gas fields, and develop oil and gas processing industries on a multidisciplinary basis, the head of state said.

The President outlined the current directions of the upcoming work to build up the production potential, multi-vector development and expansion of export opportunities of the fuel and energy sector, ordering to take measures to implement them.

To improve the technical and economic indicators of the oil and gas complex, it is necessary to make rational use of existing production capacities, improve the efficiency of labor organization in the structural divisions of concerns by introducing digital technologies and the latest scientific achievements into production, and actively attract foreign investment in the extractive industry, the head of state said.

“Turkmennebit” state concern should develop new forms of cooperation with international oil and gas companies, including in the field of exploration, development and processing of hydrocarbons, attracting investment for the development of new oil deposits and production of residual oil reserves in long-term operated fields.

Emphasizing the importance of effective organization of production structures, the head of state instructed to study international markets for petroleum products, conduct marketing research to determine the most highly liquid types of products. Specific instructions were given to attract high technologies to this sphere.
