Negotiations between the Presidents of Turkmenistan and Kazakhstan ended with the signing of a package of documents

As part of the state visit of the President of Turkmenistan Serdar Berdimuhamedov to the Republic of Kazakhstan on October 15, bilateral negotiations were held in Astana at the highest level, as well as with the participation of members of official delegations of the two countries. The parties discussed in detail a number of topical issues on the bilateral agenda and identified priority areas for further cooperation.
As the head of Turkmenistan emphasized during the meeting, “the strategic direction of the Turkmen-Kazakh partnership is energy, where the existing potential enables our countries, which are the largest producers and suppliers of hydrocarbons in Eurasia, to implement large-scale, in many ways unique projects for the supply of energy carriers to international markets. A vivid example of this is the construction of the Turkmenistan-China gas pipeline, part of which runs through the territory of Kazakhstan”.
Following the talks, Kassym-Jomart Tokayev and Serdar Berdimuhamedov adopted a Joint Statement. A package of 14 joint documents was also signed. In particular, the Comprehensive Program for Bilateral Cooperation for the period 2022-2024 was adopted. At the level of departments, memorandums of cooperation and mutual understanding were concluded in the areas of financial policy, the chemical industry, the development of transport and transit cooperation, etc.
As recorded in the Joint Statement of the leaders of the two countries, "The Presidents note the importance of further development of investment cooperation, creation of favorable conditions for attracting investments and their protection at the state level".
It is also noted that “the Presidents recognize the importance of the practical implementation of joint projects in the areas of trade, energy, agriculture, logistics and transport. The heads of state emphasize the importance of increasing the effectiveness of the activities of the Intergovernmental Turkmen-Kazakhstan Commission for Economic, Scientific, Technical and Cultural Cooperation”.
The parties confirmed the importance of further increasing the trade turnover by expanding the range of mutual trade, creating favorable conditions and involving high value-added products.
“Our goal is to ensure the growth of mutual trade up to five hundred million dollars in the coming years, and in the foreseeable future we will be able to reach the billion mark,” President Kassym-Jomart Tokayev said.
It was also noted that the prospects for mutually beneficial partnership in the gas industry were substantively considered. At the same time, it was emphasized that last year it was possible to achieve breakthrough agreements on the implementation of joint projects in this area. Noting that the profile companies of the two countries "QazaqGaz" and "Turkmengas" signed a contract for the import of Turkmen gas, the head of Kazakhstan expressed gratitude to Serdar Berdimuhamedov for his personal support in promoting this project.
“We are interested in concluding a long-term agreement and are ready to increase the volume of gas imports by 1.5 billion cubic meters per year,” Kassym-Jomart Tokayev said. At the same time, the readiness of Kazakhstan to participate in the implementation of major energy initiatives of Turkmenistan was confirmed.
Serdar Berdimuhamedov invited Kassym-Zhomart Tokayev to visit Turkmenistan at any time convenient for him. This invitation was gratefully accepted. The dates of the visit will be agreed through diplomatic channels.
Preparations for the implementation of energy projects discussed at talks in Islamabad
