Today, April 24, in the capital of France, Paris, the International Forum on attracting foreign investment in the energy sector of Turkmenistan began, in which about 300 delegates participate. Its organizers are the State Concerns “Turkmengas” and “Turkmennebit” in partnership with the “Turkmen Forum” and the British company GaffneyCline.
The official greeting of the President of Turkmenistan Serdar Berdimuhamedov to the forum participants was read by the Advisor to the President of Turkmenistan on oil and gas issues Ashyrguly Begliev.
“I am convinced that the current event will become a kind of catalyst for successfully solving problems in the domestic oil and gas sector, attracting foreign capital to it and intensifying mutually beneficial partnership,” the President of Turkmenistan said in his welcoming address.
“The international visiting forum will allow us to consider the problems of developing hydrocarbon deposits, prospects for exporting “blue fuel” through gas pipelines and priorities for investment in the geochemical sector,” the head of Turkmenistan believes.
Among the priority tasks, Serdar Berdimuhamedov named “the development of the Galkynysh gas storage facility and the construction of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline, the successful solution of which will significantly diversify the fuel and energy complex and support regional energy security”.
The plenary session of the forum is dedicated to the role of Turkmenistan in the future of global energy. During this session, speeches were made by Vice-Chairman of the Cabinet of Ministers of Turkmenistan Batyr Amanov, State Minister of Turkmenistan - Chairman of the Turkmengas State Corporation Maksat Babayev, UN Deputy Secretary-General and Executive Secretary, UNECE Tatyana Molchan, Chief Executive Officer of the Chinese Energy Consortium "Geo Jade Huineng" Konan Dai, OPEC Secretary General Haitham al-Ghais, President of the France-Turkmenistan Business Council MEDEF International Pierre-Eric Saint-André, as well as representatives of the Global Gas Center (GGC), the International Energy Agency (IEA) and others.
On the first day of the forum there will also be three sessions in the format of panel discussions. At one of them it is planned to discuss the prospects for natural gas production in the context of the energy transition.
The second session is devoted to current issues of reducing methane and carbon dioxide emissions during hydrocarbon production and the introduction of alternative energy sources. As is known, at the global climate conference COP 28 in Dubai (UAE), President of Turkmenistan Serdar Berdimuhamedov announced Turkmenistan’s accession to the Global Methane Commitment.
This session will discuss methods for accounting for methane and associated gas emissions from elements of the hydrocarbon production value chain, innovations in measuring emissions. In addition, international energy companies will present practical examples and solutions in this area. Turkmenistan is actively developing the renewable energy sector, an example of this is the construction of a 10 megawatt hybrid solar-wind power plant near Lake Altyn Asyr in 2023.
Participants in the third session will consider issues such as commodities for the energy transition, emerging trends and investment opportunities. Following the signing of a Memorandum of Understanding between the State Concern «Turkmennebit» and Dragon Oil on expanding investments in new offshore fields within Block 19, the investment forum in Paris will be an excellent platform for the further implementation of investment projects and will help understand new investment priorities for the energy sector of Turkmenistan.
The Paris forum will also be dedicated to further attracting investment in the development of Turkmen shelf fields, with special attention being paid to blocks 16, 21, 23 and 24.
Investment opportunities for modernizing the Turkmenbashi complex of oil refineries and the Seydi oil refinery will also be presented.
For two days, Turkmenistan will be the focus of attention of participants in the international forum, which will bring together leading national and international energy companies.
