Turkmenistan welcomes the participation of international investors in the implementation of large-scale energy projects, stated Ashirguly Begliyev, Advisor to the President of Turkmenistan on Oil and Gas Issues, speaking at the plenary session of the 30th International Conference and Exhibition "Oil and Gas of Turkmenistan – OGT 2025”.
"Guided by our Policy of Permanent Neutrality and Open Doors economic strategy, our country is ready for fruitful cooperation with all who share our goals. The modern world demands not only speed and innovation – it demands a new ethic of cooperation, where mutual respect prevails over one-sided gain," Begliyev emphasized.
"We are open to every partner who shares our principles – reliability, innovation, and sustainability. Together, we can transform Turkmenistan's enormous energy potential and its natural gas into a true source of peace, prosperity, and sustainable growth. "Invest in Turkmenistan—invest in the future we are creating together," suggested the Advisor to the President of Turkmenistan.
He expressed confidence that "the conclusions and recommendations developed during the conference will contribute to strengthening energy security and expanding access to clean, safe, and sustainable energy worldwide”.
Begliev noted that "for three decades, this forum has served as a leading platform for energy dialogue, connecting Turkmenistan with its partners from all corners of the world”.
"Today, when the global energy transition is gaining momentum, innovation, partnership, and reliability are more important than ever. Against the backdrop of growing geopolitical and macroeconomic uncertainty and increasing global demand for energy, the issue of energy security is once again at the forefront of the international agenda," the speaker emphasized.
"President of Turkmenistan Serdar Berdimuhamedov pays great attention to issues of national, regional, and global energy security, consistently translating ideas into concrete measures and solutions," he continued.
The National Leader of the Turkmen People, Chairman of the Halk Maslahaty, Hero-Arkadag Gurbanguly Berdimuhamedov, speaking at sessions of the UN General Assembly, clearly articulated Turkmenistan's national vision on energy security. "Today, we are deeply pleased to note that the initiatives put forward by Hero Arkadag remain fully relevant—a testament to the wisdom, strategic vision, and foresight of our National Leader," Begliev emphasized.
"Turkmenistan's energy policy is based on three key principles: energy security, environmental responsibility, and international cooperation. In line with this approach, Turkmenistan is actively expanding international energy cooperation—preserving traditional partnerships and opening new avenues of interaction in Europe, Asia, and the Middle East," said the Advisor to the President of Turkmenistan.
He emphasized that "these efforts have led to the conclusion of interstate agreements and investment projects in hydrocarbon exploration, production, and processing, as well as in transport and pipeline infrastructure." "With the fourth-largest proven natural gas reserves in the world, Turkmenistan is uniquely positioned to meet growing demand in both traditional and new markets, contributing to the decarbonization of regional economies. The development of the super-giant Galkynysh field, which is a priority, is at the core of our national gas development strategy," said Begliev.
He noted that Turkmenistan remains committed to diversifying energy export routes to global markets.
"Our strategy to expand export corridors and markets is being implemented consistently and systematically. Our flagship project is the Turkmenistan–Afghanistan–Pakistan–India (TAPI) gas pipeline. Turkmenistan has completed construction of its section of the pipeline. In Afghanistan, construction has begun on the Serkhetabad–Herat section, also known as the "Blessed Path of Arkadag." We are convinced that the TAPI project will bring political, economic, and social benefits to all participating countries," Begliev added.
"At the same time, Turkmenistan continues to explore new export routes to the Middle East and Europe, strengthening the flexibility and resilience of the global energy supply system," continued the Advisor to the President of Turkmenistan.
He added that "the development of hydrocarbon resources in the Turkmen sector of the Caspian Sea remains one of the priority investment areas for Turkmenistan's oil industry”.
