Maksat Babayev, State Minister of Turkmenistan and Chairman of the State Concern “Turkmengas” delivered a keynote address at the 30th International Conference "Oil and Gas of Turkmenistan – 2025." He emphasized that the broad international representation at the forum is evidence of the country's strategic role in the global energy sector.

As Maksat Babayev noted, "natural gas remains the backbone of the global energy transformation - a reliable, flexible, and low-carbon resource. For Turkmenistan, which has the fourth-largest gas reserves in the world, it is not only a source of national prosperity but also a driver of regional cooperation."

In his speech, the minister outlined the key areas of the energy strategy, based on three principles: energy security, environmental responsibility, and international cooperation.

The report places particular emphasis on the industrial development of the giant Galkynysh field, where three gas processing plants with a capacity of 30 billion cubic meters per year are already operating. The minister announced that the fourth phase of the project, utilizing advanced technologies and enhanced environmental controls, will begin early next year.

As noted, Turkmenistan is actively developing its export infrastructure. The main focus remains on natural gas supplies to China and Uzbekistan, as well as the implementation of the Turkmenistan–Afghanistan–Pakistan–India (TAPI) transnational gas pipeline. According to Maksat Babayev, TAPI will become "the flagship of regional integration and shared prosperity”.

The strategy places particular emphasis on reducing methane emissions and implementing digital solutions based on artificial intelligence. Turkmenistan has already approved a national roadmap for reducing emissions and is jointly implementing the MARS monitoring system with UNEP. In conclusion, Maksat Babayev emphasized Turkmenistan's openness to international partnership and its readiness to further strengthen mutually beneficial ties.
